Just as they are getting to be more popular with employers and banks
alike, payroll cards are attracting both legal and legislative scrutiny.<br />
<br />
The
New York Attorney General's Office is investigating complaints about
fees and some U.S. senators are calling for increased regulation.<br />
<br />
But
this business line is booming and looks poised for more growth, in part
because loading the cards is cheaper for employers than issuing paper
checks.<br />
<br />
In 2012, companies nationwide put $34 million on 4.6
million payroll cards, according to Aite Group. This will grow roughly
25 percent in 2013, to $42.8 million on 5.8 million cards, Aite
estimates.<br />
<br />
Based on a separate Federal Reserve study that pegs
monthly fee income per card at about $1.75, the banking industry could
generate more than $120 million in payroll card fees this year.<br />
<br />
Despite
the recent negative attention, Aite analyst Madeline Aufseeser says the
future is bright for the cards. Besides the cost savings, businesses
find the cards appealing because they view them as benefitting
employees, particularly those who are temporary and part time. Money is
immediately available on the cards on payday, typically free of charge
for at least one withdrawal. So there is no waiting in line to cash a
check at the bank and, for those without a bank account, no need to use a
check casher. Also, if the card is lost, the value on it can be
replaced.<br />
<br />
But if the cardholder doesn't withdraw his or her full
pay in one transaction, fees generally apply for subsequent uses of the
card, either to make a purchase or an automated teller machine
withdrawal.<br />
<br />
The attorney general is looking into whether retailers
and restaurants are running afoul of state laws that give employees a
choice in whether to take a payroll card and a right to access their pay
without a fee. Some have complained that they were forced to accept
payroll cards despite having bank accounts, according to press reports.
Others have reported incurring a variety of fees tallying as much as $50
a month.<br />
<br />
Critics complain that some banks give employers a cash
incentive for each employee who signs up for a card, but Aufseeser says
that's not a common practice.<br />
<br />
Many large banks offer payroll card
programs, including Bank of America, JPMorgan Chase, Citigroup, Wells
Fargo, Comerica, PNC and BB&T. Only Wells was willing to discuss the
particulars of its program. The bank says it does not offer employers
incentives for signing up employees. Payroll cardholders get free teller
transactions at all Visa-participating banks and one free withdrawal at
Wells' own ATMs. This complies with the New York law requiring that
employees have free access to their pay.<br />
<br />
Other large banks are
joining the payroll bandwagon. KeyBank is scheduled to launch its
Key2Payroll program in the first quarter of 2014, according to Key
spokeswoman Laura Mimura. She says Key is getting into payroll cards
because of demand from business customers.<br />
<br />
Hundreds of smaller
banks also offer payroll cards, many through a third party like
TransCard in Chattanooga, Tenn., under the American Bankers Association
Community Bank Prepaid Program.<br />
<br />
Though none of the banks contacted
for this story would discuss revenue, a 2012 analysis of payroll card
usage by the Federal Reserve Bank of Philadelphia found that the median
monthly revenue was $1.75 per card, versus $7.95 for general purpose
reloadable prepaid cards. The analysis looked at 280 million
transactions on 3 million cards issued by Meta Payment Systems, a unit
of the $1.7 billion-asset MetaBank of Storm Lake, Iowa.<br />
<br />
The study
found that the average payroll card customer paid 55 cents per month in
interchange fees, the most numerous of the fees collected. ATM
withdrawal fees averaged $1.92 per month.<br />
<br />
But most of the revenue that banks collect on payroll cards comes from the processing fees charged to employers, Aufseeser says.<br />
<br />
Industry
lawyers say bankers are not particularly concerned about the New York
investigation. The crackdown is targeting employers, though the Attorney
General's office has said it wants to review "any and all
communications" with their payroll card provider or financial
institution.<br />
<br />
As a precaution, Terry Maher, general counsel for the
Network Branded Prepaid Card Association, suggests that banks get
proactive about making employers who use payroll cards aware of each
state's laws. In the end, the bank is the issuer of the card, whether as
a direct provider or through a third party.<br />
<br />
"I don't think banks
want to have the job of being the compliance officer to businesses,"
Maher says. "But it's important that they help their clients understand
the regulations out there and help them with the appropriate
disclosures."Anonymoushttp://www.blogger.com/profile/02195778211639242948noreply@blogger.com0tag:blogger.com,1999:blog-2840125312971840715.post-43108725388688028402013-08-26T08:08:00.001-07:002013-08-26T08:08:49.490-07:00Bloated Yankees' Payroll Could Doom Team For Years To Come<a href="http://www.forbes.com/sites/davidlariviere/2013/08/23/aging-yankees-late-playoff-push-could-be-last-for-a-while/" target="_blank">Source</a><br />

<div class="about">
I have been covering sports and business intensely for 30 years.</div>
<div class="about">
<br /></div>
<div class="body">
The resurgent New York Yankees have won 12 of their last 16 games to
pull within 3 ½ games of Oakland for the second AL wild-card spot with
32 games to play. Just two weeks ago, it looked like the Yanks were done
but the return of Alex Rodriguez, despite all the controversy, and
Curtis Granderson from injuries and the power and clutch production of
Alfonso Soriano have catapulted them back into the race.<br />
<br />
It’s still a long shot that they’ll make the playoffs as they have
the A’s, Indians and Orioles to pass. A 24-8 record (a .750 winning
percentage) is probably required which would give them a 93-69 finish.<br />
<br />
Yankee fans better enjoy this playoff push because next season could
be the beginning of a decline reminiscent of the late ‘60’s and early
‘70’s. The reasons are obvious — aging, injury-prone players who have
big contracts. The leader of the pack is A-Rod, who will make $26
million next year unless he is suspended by MLB for PED use in the
Biogenesis scandal.<br />
<br />
Mark Teixiera, who essentially missed all of this season and the last
two months of 2012 with injuries, is due $23 million in 2014 as is
former ace C.C. Sabathia, who has declined significantly this season
experiencing a drop in fastball velocity. Ichiro Suzuki ($6.5 million),
Soriano ($5 million), Derek Jeter ($3 million) and Vernon Wells ($2.4
million) are the others with guaranteed money coming. That totals $89
million, exactly $100 million shy of the $189 million luxury tax figure
the team said it was committed to staying under next season. Because
they are repeat offenders, the club pays a tax of 50 percent of every
dollar over $189 million.<br />
<br />
David Robertson and Brett Gardner are expected to combine for about
$10 million in arbitration and the team will have to pay an estimated
$11 million in benefits totaling $115.4 million for nine players on a
roster of 25.<br />
<br />
Then comes the issue of signing their two best players – Robinson
Cano and Hiroki Kuroda – who are both free agents. Cano, 30, is expected
to command between $20-25 million a year for eight years. Because of
his importance, it’s hard to imagine the Yanks letting him go although
the Dodgers may make a play for him. His agent, rapper Jay-Z, also could
be problematic in terms of negotiations. Kuroda, who has been the
Yanks’ best starting pitcher, figures to earn between $10-15 million
annually. So that brings the payroll to around $150 million for 11
players with 14 still to sign.<br />
<br />
It seems almost impossible that the Yanks could find room for free
agent outfielder Granderson, who figures to receive between $10-15
million annually. That would leave $39 million for 14 players, or an
average of about $2.8 million per player. They catch a break of sorts in
shedding the $15 million salary of closer Mariano Rivera, who is
retiring, but his loss will surely be felt on the field. Starter Andy
Pettitte will likely retire as well.<br />
<br />
Could the Yanks be on the verge of World Series droughts comparable
to the ones between 1964 and 1976 and 1981 and 1996? Time will tell but
it would behoove them to make one last playoff push with A-Rod, Rivera,
Pettitte and Granderson on board.<br />

<br />
In fear of writing something redundant on my “PHD in CEO” blog, I searched Forbes.com for “company values.” Nothing.<br />
<br />
How about “culture and values”? Nope.<br />
<br />
How about “employee values”? – “First Impressions Count: The <a class="exit_trigger_set" href="http://www.forbes.com/business/">Business</a> Value for Dressing for Success.” <br />
<br />
Not really.<br />
<br />
How about “corporate values”? Eureka! “Corporate Values” was a
contender in the 2012 Jargon Madness bracket, which allows readers to
determine a winner of the most “meaningless business jargon” of the
year. “Corporate Values” topped “Make Hay” in the first round, but
tragically lost to “Lots of Moving Parts” in the following round.
Though “Drinking the Kool-Aid” took the 2012 Jargon Madness Title, here
is the tourney’s visceral description of “Corporate Values”:<br />
<br />
<em>“This expression is so suffused with phoniness it churns the
stomach. Corporations don’t have values, the people who run them do.“</em><br />
<br />
I know that Jargon Madness was whimsical (I hope), but in the spirit
of making an argument on my blog, allow me to take issue with the
tourney’s description of “corporate values.” A company’s core values
are not based on the “people who run them,” but are the very fabric of
every person involved in the company – from executive team to brand new
hire. My beloved 1975 Philadelphia Flyers were the “Broad Street
Bullies” not because Fred Shero was a tough-as-nails, spit-in-your eye
Head <a class="exit_trigger_set" href="http://www.forbes.com/companies/coach/">Coach</a> <span class="quotecard_hook initialized" data-exchange="NYSE" data-naturalid="fred/company/1016" data-quotes-closing="53.29" data-quotes-now="53.23" data-ticker="COH" data-type="organization"><span class="wrapper decrease"><a class="exit_trigger_set" href="http://www.forbes.com/companies/coach/"><span class="ticker">COH</span> <span class="change">-0.11%</span></a></span></span>
(he was), but the entire team was filled with guys named “Moose,” “The
Hammer,” “Machine Gun Kelly,” and a goaltender who loved to smell new
shoe leather (Bernie Parent, <a href="http://sportsmedianews.com/broad-street-bullies-premieres-may-4-on-hbo/" target="_blank">look it up</a>). Company values are the antitheses of “phony ” and extremely powerful tools that are a necessity of any sized business.<br />
<br />
Realizing that lists increase readership, here are my top three
reasons why company values are critical to the long-term growth and
value of your business:<br />
<br />
<em><strong>1) Values are how you hire</strong></em>. It’s been said
that when hiring, employers should trade 90 percent talent for just 10
percent character. Hiring the person who best fits your team is vastly
more important than the technical expertise that they may bring. Your
company values will determine if the person you are interviewing will be
able to talk with your team, share with your team and not be a nuisance
or an HR nightmare. If “passion” and “accountability” are important to
your company, ask each candidate how they are inspired by life and to
describe a situation where they had to take ownership of a project from
start to finish.<br />
<br />
<em><strong>2) Values are how you change behavior.</strong></em> At
gap intelligence people are not late to work, instead they are not being
“professional” – a strongly held gapCore Value. By focusing on your
values, rather than the isolated infraction at hand, it takes away any
personal feelings that may be attributed to the corrective feedback. By
replacing “Why are you late!?!?” with “Being late is unprofessional and
professionalism is very important to us here. What can you do tomorrow
to fix this?” is vastly more effective in correcting behavior.<br />
<br />
<em><strong>3. Values are the heart of your culture</strong></em>. By
hiring based on values and holding each other accountable to the
company’s standards, the values become the fabric of the organization’s
culture – regardless of who is in charge. If you hire people who lie,
cheat, and steal, in time your company culture will be the same. If you
want your company to be innovative, you’ll need a team of “smart,”
“curious,” “problem solvers” on your staff. The best way to hire and
keep smart, curious, problem solvers is to already have an office filled
with like-minded people who share the same values.<br />
<br />
“Corporate Values” are everything. “Drinking the Kool-Aid” is meaningless jargon.<br />
gap intelligence’s <a href="http://gapintelligence.com/about/" target="_blank">gapCore Values</a>:<br />
<ul>
<li><strong>Accountable:</strong> We own what we do.</li>
<li><strong>Professional</strong>: A+ work. We carry ourselves with respect and maturity and work with knowledge and confidence every day.</li>
<li><strong>Willing</strong>: Open to new ideas and challenges.</li>
<li><strong>Passionate</strong>: Inspired by life.</li>
<li><strong>Transparent</strong>: Be real. Be open. Be honest. We are building an environment of trust.</li>

and no credit limit. Every time the bank failed to comply with the rules, he
would fine them 3m rubles (£58,716). If Tinkoff tried to cancel the
contract, it would have to pay him 6m rubles.<br />
</div>
<div class="thirdPar">
Tinkoff apparently failed to read the amendments, signed the contract and sent
Mr Argakov a <a href="http://www.telegraph.co.uk/finance/personalfinance/borrowing/creditcards/">credit

<div class="fourthPar">
"The Bank confirmed its agreement to the client's terms and sent him a

Dmitry Mikhalevich told <i>Kommersant</i>. "The opened credit line was
unlimited. He could afford to buy an island somewhere in Malaysia, and the
bank would have to pay for it by law."</div>
<div class="fifthPar">
However, Tinkoff attempted to close the account due to overdue payments. It
sued Mr Argakov for 45,000 rubles for fees and charges that were not in his
altered version of the contract.<br />
<br />
Earlier this week a Russian judge ruled in Mr Argakov's favour. Tinkoff had
signed the contract and was legally bound to it. Mr Argakov was only ordered
to pay an outstanding balance of 19,000 rubles (£371).<br />
<br />
"They signed the documents without looking. They said what usually their
borrowers say in court: 'We have not read it',” said Mr Mikhalevich.<br />
<br />
But now Mr Argakov has taken matters one step further. He is suing Tinkoff for
24m rubles for not honouring the contract and breaking the agreement.<br />
<br />
Tinkoff has launched its own legal action, accusing Mr Argakov of fraud.<br />
<br />
Oleg Tinkov, founder of the bank, tweeted: "Our lawyers think he is going
to get not 24m, but really 4 years in prison for fraud. Now it's a matter of
principle for @tcsbanktwitter."<br />
<br />
The court will review Mr Argakov's case next month.

Do you get your paycheck through a payroll prepaid debit card? If so, you may be losing more money than you realize.<br />
<br />
Payroll cards are designed to give workers faster access to their
money than paper checks, but most employees don't know about the
excessive fees associated with these cards. Before you opt out of paper
checks or bank deposits, you need to learn more about your payroll card.
It could be costing you a small fortune.<br />
<br />
According to the research firm Aite Group, an estimated $34 billion was loaded onto 4.6 million active payroll cards last year.<br />
<br />
The largest issuer of payroll debit cards is NetSpend, a company that
charges up to 18 different fees on a number of its cards. These fees
represent everything from loading fees to to charges for inactivity,
meaning that you did not use your card as often as they want. NetSpend
isn't the only company guilty of charging these fees. Most prepaid
issuers have various fees in place so they can make as much money as
possible. Meanwhile, your paycheck gets smaller and smaller.<br />
<br />
Recent surveys indicate that some workers are spending close to $30 a
month on payroll card fees, despite a drop in the fees to make cards
more competitive. That means they could be wasting nearly $400 a year
from using a payroll card.<br />
<br />
Analyze the fees associated with your payroll card to see if it is
really worth the convenience. If not, learn to wait patiently for a
check in the mail.<br />

<img alt="Chinese yuan (file photo)" border="0" class="photo" height="225" src="http://gdb.voanews.com/9CB857B6-7AE6-41BC-A468-96B577AE0429_w268_r1.jpg" width="400" /><br /><span class="dateline">BEIJING<span> — As China’s slowing growth and
tightening credit draw headlines abroad, inside the country some
borrowers are turning to alternative, quasi-legal lenders for cash. <br />
<br />
On the Internet, a variety of small-scale lending websites are
capitalizing on the credit crunch by offering to connect borrowers who
may not qualify for conventional loans, with lenders eager to make a
higher return than those offered by banks.<br />
<br />
In just a few years, such peer-to-peer lending websites have become vast
marketplaces that offer loans for almost any purpose, and have become
popular among middle-class Chinese. <br />
<br />
Li Zhigong, who works as a fireworks retailer, this year turned to one
such online platform to borrow almost $500 (3,000 yuan) to fund his
hobby, online videogames.<br />
<br />
“I didn’t feel at ease asking people around me for money and there was
no need to turn to the bank for a loan to play videogames” he says.<br />
<br />
<strong>Online Loans</strong><br />
<br />
Yang Yifu founded the website Renrendai.com three years ago. This year
the platform expects to administer loans worth some $326 million (2
billion yuan). Creditors can contribute as little as $8 (50 yuan) and
borrowers can receive as much as $8,000 (50,000 yuan).<br />
<br />
“There is still a lack of individual financial services in traditional
financing channels in China,” says Yang Yifu. His clients own small
businesses. "They are young white collar workers with needs for further
studies. They want to refurbish their house or get married.”<br />
<br />
For them, Rernrendai.com and more than one hundred similar websites make
it easy to borrow money. Individuals register on the platform and
search for matching partners. The website charges transactions fees for
revenues and has little difficulty attracting investors.<br />
<br />
Renrendai.com’s loans yield between 10 and 18 percent, higher than the 3.25 percent offered by one-year term deposits in banks.<br />
<br />
Dong Huibo is an online lender. Since he registered on a peer-to-peer
financial platform last May, he has loaned more than $32,000 (200
thousand yuan).<br />
<br />
“Fixed deposits are not good because they offer low interest rates, and
funds need big initial investment of hundred of thousands of yuan. This
you can do whether you have only a hundred yuan or a lot of money, and
you can have a good financial liquidity as you can choose even
short-term loans of one month to invest in,” says Dong Huibo.<br />
<br />
Yang Yifu says borrowers expect to pay high commissions. “Because of the
lack of financial services to individuals, these borrowers have a hard
time in raising funds and are ready to accept higher interest rates to
meet their needs.”<br />
<br />
<strong>Default Risk</strong><br />
<br />
Peer-to-peer lending websites are thriving, but they fall in a gray area
that, at present, is not regulated by any Chinese financial
institution.<br />
<br />
“For the time being, we make the rules ourselves with our understanding
of the market and thinking that part of the customers are easy to
supervise,” says Yang Yifu.<br />
<br />
Renrendai.com and other platforms enforce strict rules to check on
borrower's reliability, but loan defaults are still a concern for
investors.<br />
<br />
Dong Huibo says lenders select platforms carefully. “Investors don't
trust all the platforms. They hesitate and fear it will collapse some
day. These things happen. There's someone who flew with the money, four
or five went bankrupt, but actually the proportion is not that large and
the rate is not too high,” Dong says.<br />
<br />
As the online lending services have grown in popularity, businessmen
have increasingly turned to the peer-to-peer websites for loans that
bypass commercial banks.<br />
<br />
<strong>Regulatory Gap</strong><br />
<br />
China's traditional banking system is now concerned that online lending services could expand out of control.<br />
<br />
Banks have accused these websites of taking on business they are not allowed to operate.<br />
<br />
China's Banking Regulatory Commission recently issued a notice warning
that peer-to-peer companies are evolving into illegal financial
institutions attracting loans and even conducting illegal fund raising.<br />
<br />
Last month, People's Bank of China, China's central bank, published a
report on peer-to-peer lending websites based on a survey of companies
based in Hunan, Shanghai and Chongqing. The report said that they
illegally offer wealth management products, solicit deposits and offer
loan guarantees.<br />
<br />
PBOC's studies, however, admit that there is no consensus regarding
which institution should oversee the lending businesses or how it should
be regulated. Despite the ambiguity, the government is starting to
crack down. In recent days regulators shut down five peer-to-peer
lending websites in Chongqing for conducting illegal business.<br />
<br />
At Renrendai.com, Yang Yifu says websites like his are actually responding to a need in the Chinese financial world.<br />
<br />
“So far we haven't had much business interaction, but we're doing
essentially the same thing, we're just facing different markets.”<br />
<br />
Yang says he hopes for more interaction between his e-commerce and
traditional financing corporations. He says they need to work together
to design rules and allow the new industry to grow. </span></span><br />

You’re a young company with an interesting product
in development. You’ve watched a few startups rise to glory, watched
others crash and burn. Undeterred, you’re sure you can make. All you
need is a bit of cash to get on a growth track and inch closer to
profitability and success.</div>
But how do you go out and get that growth capital?<br />
<br />
You could bootstrap it by cutting your expenditures down to almost
zero, living on dehydrated noodles and doing laundry at mom’s place, but
that will only go so far. There’s always crowdfunding, but to get any
attention doing that you need a seriously unique or wacky idea like or a

<div class="MsoNormal">
There’s always a bank loan, but even if you can get
it that’s just money with interest attached and it would be great to
get cash <em>plus</em> contacts and guidance. Venture capital is always an option.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
“I see a healthy venture capital market for startups,” said Charles River Ventures’ <a class="exit_trigger_set" href="http://www.forbes.com/profile/george-zachary/">George Zachary</a>, who led his firm’s investment in Yammer (acquired by <a class="exit_trigger_set" href="http://www.forbes.com/companies/microsoft/">Microsoft</a> <span class="quotecard_hook initialized" data-exchange="NASDAQ" data-naturalid="fred/company/2854" data-quotes-closing="31.89" data-quotes-now="31.846" data-ticker="MSFT" data-type="organization"><span class="wrapper decrease"><a class="exit_trigger_set" href="http://www.forbes.com/companies/microsoft/"><span class="ticker">MSFT</span> <span class="change">-0.14%</span></a></span></span> for $1.2 bln. last year). “I don’t see any shortage in venture investors wanting to fund startups.”</div>

<div class="MsoNormal">
Maybe venture capital or angel funding <em>is</em> the way to go. But how do you make the bigwigs at a venture capital firm deign to cut you a check?</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
Here are some tips that may help you fund your enterprise:</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
1 <strong>– Disrupt Something</strong></div>
<div class="MsoNormal">
Getting in between an established competitor and
its cash cow is tough, but lucrative when you can pull it off.
Disruptive products and technology can help your company eat the lunch
of the bigger players in your space and if you can convince an investor
that your business model can accomplish that – even a little bit – that
investor will see the rewards and be more willing to help you grow your
idea.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
“We’re looking for truly non-linear companies that
disrupt large B-to-C and B-to-B markets,” says Jason D. Whitmire, a
partner with Earlybird Venture Capital. “Usually these teams have to
have a very strong (tech) DNA. That means technology at their heart.
Ideally they’re all very techy people. Increasingly, I think, businesses
that build engagement or networks leading to a high degree of
defensibility are extremely attractive.”</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
2 <strong>– Have A Touch Of Experience</strong></div>
<div class="MsoNormal">
It’s not necessarily expected for startups to be
filled with battle-hardened business veterans, but having a couple on
your team that have seen a funding round or two at other young companies
definitely doesn’t hurt.<span> </span>Venture capital firms feel
better if they know they’re not handing a wad of money to a roster of
newbies. </div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
“Guys and gals in the 20s produce some phenomenal stuff but
typically we’ve seen that out hold periods – the lengths that a venture
capital company sits on an investment – are dramatically shortened with
one or two people who have played the game before,” Whitmire said.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
Zachary agrees: “These people know that this is not
necessarily going to be easy all of the time and to expect the need to
continuously stay focused on the reality of the business, on the
day-to-day metrics and realizing that there’s usually a winner that
takes all and wins most of the valuation in a market space and that
being number two or three is really not a great place to be.”</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
3 – <strong>Be Efficient, If Not Profitable</strong></div>
<div class="MsoNormal">
Profitability is milestone you won’t forget and a
major sign that your young company is on the right track. But it is not
necessary to attract venture money or angel interest. In fact, most
investors would not even expect you to be profitable if you operate in
certain spaces.</div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
You may be losing money but remember that how you
deal with the money you are making can show how cost conscientious and
efficient you are. Those spending tendencies and professionalism will
send a message to those contemplating an investment in your startup.<span> </span>Growth
is paramount and having a burn rate of below $200K per month for a
company of 12 emplooyees or less is compelling. “That’s gonna be the
sweet spot,” </div>
<div class="MsoNormal">
<br /></div>
<div class="MsoNormal">
Whitmire said. “Once we’ve figured out how the engine works
– figured out what the return is for every marketing and sales dollar
spent – that’s where you can pump it up and go a half million burn a
month. As long you’re truly growing.”</div>

GLENDALE — A Wheaton Franciscan Healthcare payroll
specialist was arrested Thursday for allegedly operating a scheme
believed to have cost the company more than $1 million over a nine-year
span.<br />
<br />
The arrest came the same day Wheaton Franciscan announced
that its finance department had uncovered the “sophisticated process”
used by the 49-year-old woman to allegedly manipulate the accounts of
hundreds of fellow employees for personal financial gain.<br />
<br />
While
the operation primarily affected the hospital system, there may be a tax
impact for those who had their pay inflated as part of the alleged
theft, according to a press release from the health care provider.<br />
<br />
Wheaton
Franciscan alleges that the payroll specialist used a sophisticated
process to add false hours, mostly paid time off hours, to the accounts
of random associates. She would then reportedly make an immediate payout
to her personal bank account for the value of the extra paid time off
and delete the record so it would not be detected.<br />
<br />
The 848 current
and former employees whose accounts were reportedly manipulated will be
informed through letters mailed out by the company on Wednesday night,
according to Wheaton spokeswoman Anne Ballentine.<br />
<br />
Several
employees at the health care provider’s Racine campus at 1320 Wisconsin
Ave. said Thursday that they were informed of the reported theft through
an email sent out by the company, including Nancy Freitag, 63, of
Kenosha, who works as the activity director at Lakeshore Manor, a
skilled nursing facility at the hospital.<br />
<br />
“My reaction is
astonishment that this could happen,” Freitag said. “I’m quite shocked
but I have complete trust in Wheaton as a place of employment for myself
and that hasn’t been shaken.”<br />
<br />
First instances of the theft began
in 2004, according to Ballentine, with a total of $850,000 reportedly
stolen directly from Wheaton Franciscan. And because the health care
provider had in turn paid extra taxes on that money, the total impact of
the scheme is currently estimated at $1.1 million.<br />
<br />
Included in
the company’s letters to employees is information on the steps they will
need to take in order to be compensated for any negative tax
implications, Ballentine said, adding that the health care provider is
willing to cover the costs of tax experts, filing fees or any other tax
implication resulting from the scheme.<br />
“We do regret any inconvenience people will go through and we want to minimize that,” Ballentine said.<br />
<br />
In
the wake of the recently discovered scheme, the company has already
corrected the internal control breakdown that the payroll specialist
allegedly exploited and conducted a full review of internal payroll
controls using internal and external auditors, according to the release.<br />
<br />
Wheaton Franciscan has since fired the employee who reportedly admitted to the theft, according to the release.<br />
<br />
The
investigation into the alleged theft has now been turned over to the
Glendale Police Department, according to a release from the department.
Police arrested a 49-year-old in connection to the alleged theft but her
identity was not released as of Thursday night.<br />
<br />
Their
investigation was still ongoing as of Thursday and when completed it
will be referred to the Milwaukee County District Attorney’s Office for
criminal charges, according to the release.<br />

The Washington State Department of Licensing on Tuesday released the UFC on Fox 8: Johnson vs. Moraga fighter salaries to MMAWeekly.com.<br /><br />UFC flyweight champion Demetrious Johnson defended his belt in the night’s main event, submitting John Moraga late in the fight.<br />
<br />UFC on Fox 8 took place Saturday, July 27, at the KeyArena in Seattle.<br /><br />The total UFC on Fox 8 payroll of $850,000 was greater than the $700,081 in revenue that ticket sales generated.<br /><br />The following figures are based on the fighter salary information that promoters are required by law to submit to the state athletic commissions, including the winners’ bonuses.<br /><br />Although mixed martial arts fighters do not have collective bargaining or a union, the fighters’ salaries are still public record, just as with every other major sport in the United States. Any undisclosed bonuses that a promoter also pays its fighters, but does not disclose to the athletic commissions (specifically, pay-per-view bonuses, fight of the night bonuses, etc.), are not included in the figures below.<br />

<div class="first">
<br /></div>
<div class="separator" style="clear: both; text-align: center;">
<a href="http://www.clipartlord.com/wp-content/uploads/2013/02/burglar.png" imageanchor="1" style="clear: left; float: left; margin-bottom: 1em; margin-right: 1em;"><img border="0" height="320" src="http://www.clipartlord.com/wp-content/uploads/2013/02/burglar.png" width="221" /></a></div>
<div class="first">
If you think you're not at risk of being a victim of
burglary, think again. If there's an opportunity to invade your home, no
matter who you are or where you live, burglars will take the chance. </div>
<div class="first">
<br /></div>
"Burglaries are considered 'crimes of opportunity' because the
criminal is looking for the easy way to get into your home - the
unlocked door, open garage door or open window," says Charlene Miller,
Crime Prevention Neighborhood Watch director at the Boise Police
Department.<br />
<br />
Fortunately, "There are practical security measures you can take to
make it so difficult for burglars that they'll go somewhere else,"
Miller adds.<br />
<br />
Want to learn what these measures are? Here are nine things you can
do to make burglars think twice before trying to enter your home.<br />
<h3 style="font-size: 1.3em; margin-top: 15px;">
#1 - Secured Doors and Windows</h3>
In approximately one-third of home burglaries the burglar comes in
through an unlocked door or window, according to the "Burglary of Single
Family Houses"guide, published by the U.S. Department of Justice's
Office of Community Oriented Policing Services (COPS).<br />
<br />
"The first line of defense in your home's security is having solid
core exterior doors with high quality grade 1 or 2 deadbolt locks,"
Miller states. "French doors can be secured with a quality deadbolt lock
and a slide bolt penetrating the upper or lower doorframe."<br />
<br />
Miller notes that sliding glass doors are especially vulnerable if
they do not have proper locks, so check with the manufacturer for the
right ones.<br />
<br />
"A snug-fitting dowel (a piece of cylindrical wood - similar to a
broom handle) in the lower track of the door will also prevent it from
being opened." Miller also recommends installing eyebolts in the frames
of sliding windows to allow for ventilation without leaving enough room
for an intruder. <br />
<h3 style="font-size: 1.3em; margin-top: 15px;">
#2 - A Loud Dog</h3>
Dogs are not only "man's best friend." They can also be a burglar's worst enemy.<br />
<br />
In fact, COPS reports that most burglars avoid houses with dogs.
"Burglars don't want to be seen or caught; they also want to avoid
pain," agrees Miller, who adds that dogs that bark - even small, noisy
dogs - can be an effective deterrent.<br />
<br />
And while you might feel safer with a large dog that could do bodily
harm, like a German Shepherd, Miller says the most important aspect is
having a dog that sounds an alarm with its bark.<br />
<h3 style="font-size: 1.3em; margin-top: 15px;">
#3 - A Home Security System</h3>
If you want something that not only makes noise when there's an
intruder, but also calls for help, consider installing a home security
system. Home security systems detect when someone enters your house
uninvited, sets off an alarm, and also notifies authorities of an
invasion.<br />
<br />
"If you have valuables that need protection, rampant burglaries in
your area, and are away from home for long stretches, a home security
system could be a good option for you," says Miller.<br />
<br />
She recommends doing some online research and checking with local
alarm system companies to find the best system for your needs.<br />
<br />
<h3 style="font-size: 1.3em; margin-top: 15px;">
#4 - Motion Sensor Lights</h3>
Installing sensor lights (which turn on when they detect motion) is a
great way to illuminate portions of your property only when needed -
like when someone enters the area.<br />
<br />
Sensor lights will come on as soon as someone enters under cover of darkness - as a burglar would.<br />
<br />
"Outside lighting is one of the cheapest and most effective
deterrents to crime," states Miller, who adds that "motion sensor lights
give you the ease of having lights come on automatically."<br />
<h3 style="font-size: 1.3em; margin-top: 15px;">
#5 - Surveillance Cameras</h3>
A video surveillance system can be a bit costly, but it could help you sleep better at night.<br />
<br />
"Installing a video security system can give you peace of mind and
act as a deterrent to burglars, especially when you're on vacation,"
Millers states.<br />
<br />
However, if you don't want to go the full route of installing a
system, think about putting up a "dummy" camera or two to give the
illusion of protection. And while Miller agrees installing a "dummy"
camera could intimidate a burglar, she says the downside is it can't
provide evidence if a burglary occurs.<br />
<br />
<h3 id="yui_3_8_1_1_1367338001928_660" style="font-size: 1.3em; margin-top: 15px;">
#6 - Protection Warning Signs</h3>
Got a dog or a home security system? Share that information with
signage on your fence, door, or window. Much like putting up security
cameras, letting a burglar know you are well protected makes you less of
a target.<br />
<br />
"It's important to look at your home from a burglar's point of view,"
shares Miller. "Burglars who think they might be seen or caught will
think twice before targeting your house."<br />
<br />
Miller cautions that while having this kind of signage can be to your
advantage, it could also make burglars wonder what you have that's
worth protecting. <br />
<h3 style="font-size: 1.3em; margin-top: 15px;">
#7 - A Trimmed and Tidy Yard</h3>
Untrimmed trees and shrubs provide good hiding places for burglars and can obscure their entry into your home.<br />
<br />
To get a better sense of what she means, Miller suggests the
following: "Stand out on your front sidewalk and take an objective look
at your house. Do you have trees or shrubs providing hiding places for
someone?" If so, Miller recommends trimming tree branches up to six feet
from the ground and shrubs down to below window sills.<br />
<br />
A shaggy lawn - especially one that's usually trimmed - can also
indicate to a burglar that you're likely on vacation, or simply away on
business for a prolonged period of time. Consider hiring someone to mow
your lawn if you're going to be out of town for more than a week.<br />
<br />
<h3 id="yui_3_8_1_1_1367338001928_666" style="font-size: 1.3em; margin-top: 15px;">
#8 - The Appearance that Someone is Home </h3>
Burglars know your routine, and when there's a break in that routine -
like when you're on vacation - it's a signal that your home is clear
for a break-in.<br />
<br />
With that in mind, Miller says that "the goal when you're gone is for your home to appear lived in."<br />
To accomplish this, Miller suggests using motion-sensor lights and
timers on your radio and TV to simulate occupancy and create the
illusion that you're home.<br />
<br />
Corvallis, Oregon home insurance professional, Bonnie Lundy, agrees:
"Anything you can do to make your home look occupied while you're away
is a good thing - and timed electronics are great for that."<br />
She does caution, however, that burglars are aware people use timers, and recommends some variation in the pattern.<br />
<h3 style="font-size: 1.3em; margin-top: 15px;">
#9 - Helpful Neighbors</h3>
We just talked about making your home look lived in while you're
away. And while simulating occupancy can get tricky, the good news is
you can enlist help. The best recruits? Your neighbors.<br />
<br />
Whenever you're away, Lundy highly recommends asking your neighbors
to get your mail and newspapers, and check for any deliveries. Miller
also recommends asking them to put garbage bags in your garbage can.<br />
And that's not all. You should also "ask a trusted neighbor to park
their vehicle in your driveway occasionally while you're out of town,"
suggests Miller.<br />
<br />
Any sign of activity at your home is enough to deter most burglars - who count on an empty house.<br />

That 1990s Super Nintendo System you've been eying on eBay for $79.97
might soon include an extra fee for sales tax, thanks to a bill up for
consideration in the Senate this week.<br />
<br />
Senators are wrapping up discussions about the Marketplace Fairness Act,
better known by its nickname, the Internet Sales Tax. A vote to advance
the bill is expected Friday morning.<br />
<br />
The proposed legislation would force many online retailers to begin
collecting taxes on their wares in all states, not just where they have
offices.<br />
<br />
Any online store that makes more than $1 million annually in online
sales would have to send taxes back to the states where their goods are
delivered, based on the rates required in those jurisdictions.<br />
<br />
In a time when states and towns are struggling to make ends meet, this
bill would mean extra revenue to make up for federal dollars lost to
sequester cuts. It's no wonder some lawmakers are looking to cash in on
what has become a sizeable chunk of American commerce.<br />
<br />
Revenue from purchases made on the Internet in the United States has
grown steadily since 2003. That year, they made up about 1.6 percent of
total retail sales in the U.S. By 2012 they had risen more than
three-fold to 5.2 percent, bringing in $225.5 billion.<br />
<br />
The bill can find support on the right despite many Republicans' pledges
not to raise taxes, because it does not subject any new items to
taxation. Online buyers legally should be paying these fees already, but
they rarely do. There is even a section in the bill called "No New
Taxes," that explains this.
<br />
Some big name retailers, <a href="http://www.dailyfinance.com/on/the-marketplace-fairness-act-why-amazon-wants-to-be-taxed/">like Amazon</a>, have come out in favor of the bill.<br />
<br />
But opponents say the act would impose a burdensome system on small
businesses that don't have the administrative resources to keep such
complex books. Retailers would have to determine how much to pay in
taxes on an item based on the thousands of tax jurisdictions in the
United States.<br />
<br />
As an example of how that could get complicated, five states do not have
state-wide sales tax, but two of those states – Montana and Alaska –
allow localities to charge a sales tax. So a business owner in New
Hampshire – which has no sales tax – sending a fishing pole to a
customer in Juneau, Alaska, would have to collect a 5 percent sales tax,
but would charge no sales tax to the buyer in Denali Borough.<br />
<br />
Althea Erickson, director of public policy for Etsy, an online
marketplace where crafters can sell their creative goods, wrote an op-ed
this week urging lawmakers to raise the revenue rate that
differentiates between small and big businesses in the act.<br />
<br />
"If you're thinking, '$1 million, phew, that excludes me,' that's understandable," <a href="https://www.etsy.com/blog/news/2013/making-online-sales-tax-work-for-small-sellers/">Erickson wrote</a>
of the threshold for businesses affected by the bill. "$1 million in
sales, however, is well below other federal definitions of small
business. And the top 500 largest internet retailers make up 93 percent
of lost state revenues. A lower exception hurts small businesses more
than it helps states."<br />

<br />
<div class="cmsbody clearfix" id="pagingwrapper">
WASHINGTON, D.C. -- The U.S. Payroll to Population employment rate (P2P), as measured by Gallup, was 43.4% for the month of March, unchanged from 43.3% in February and in line with the 43.7% found in March 2012.<br />
<div align="center">
<img alt="Trend: U.S. Payroll to Population Employment Rates" class="imgBorder0" height="354" hspace="0" id="img_preview" name="img_preview" src="http://sas-origin.onstreammedia.com/origin/gallupinc/GallupSpaces/Production/Cms/POLL/d12tbyafckkwtcuo6azbsg.gif" style="display: block;" width="609" /></div>
Gallup's P2P metric is an estimate of the percentage of the U.S. adult population aged 18 and older who are employed full time by an employer for at least 30 hours per week. P2P is not seasonally adjusted.<br />
<br />
These results are based on Gallup Daily tracking interviews with more than 30,000 Americans conducted March 1-30 by landline and cellphone. Gallup does not include adults who are self-employed, working part time, unemployed, or out of the workforce as payroll-employed in the P2P metric.<br />
<br />
Because of seasonal fluctuations, year-over-year comparisons are helpful in determining the degree to which monthly changes are due to seasonal hiring patterns versus the result of growth in permanent full-time positions. While P2P for March is flat compared with the same month in 2012, it is still significantly better than the same months in 2011 and 2010, when the rate was 41.9% and 42.4%, respectively. Essentially, the P2P rate made gains in late 2011/early 2012 that have since been maintained.<br />
<br />
<b>Seasonally Unadjusted Unemployment Unchanged in March</b><br />
Unlike Gallup's P2P rate, which is a percentage of the total <i>population</i>, traditional employment metrics, such as the unemployment rates Gallup and the U.S. Bureau of Labor Statistics report, are based on the percentage of the <i>workforce</i>. Gallup defines the "workforce" as adults who are working or actively looking for work and available for employment. The U.S. workforce participation rate in March was 67.7%, unchanged from 67.8% in February and in March 2012.<br />
<br />
Gallup's unadjusted unemployment rate for the U.S. workforce was 8.0% for the month of March, the same as in February, but a modest improvement from 8.4% in March 2012.<br />
<br />
Gallup's seasonally adjusted U.S. unemployment rate for March was 7.8%, a slight uptick from 7.6% in February, but down since March 2012. Gallup calculates a seasonally adjusted employment rate by applying the adjustment factor the government used for the same month in the previous year. Last year, the government adjusted March's rate down by 0.2 points, but February's was adjusted downward by 0.4 points, which accounts for the month-over-month increase in seasonally adjusted unemployment, despite the lack of change in the unadjusted rate.<br />
<div align="center">
<img alt="Gallup Adjusted and Unadjusted Unemployment Rate Trend, January 2011-March 2013" class="imgBorder0" height="354" hspace="0" id="img_preview" name="img_preview" src="http://sas-origin.onstreammedia.com/origin/gallupinc/GallupSpaces/Production/Cms/POLL/zvrvrdj5q0al66vg4xwaca.gif" style="display: block;" width="601" /></div>
Underemployment, as measured without seasonal adjustment, was 17.6% in March, down a half a point from 18.1% in February, and down, though not significantly, from 18.0% in March 2012. Underemployment is now significantly improved from the 20.3% found in March 2010, which was the highest Gallup has measured.<br />
<br />
Gallup's U.S. underemployment rate combines the percentage of adults in the workforce who are unemployed with the percentage of those who are working part time but looking for full-time work.<br />
<div align="center">
<img alt="Gallup's U.S. Underemployment Rate, Monthly Averages" class="imgBorder0" height="344" hspace="0" id="img_preview" name="img_preview" src="http://sas-origin.onstreammedia.com/origin/gallupinc/GallupSpaces/Production/Cms/POLL/v4gbj84xqk-b_kswzigteg.gif" style="display: block;" width="606" /></div>
The percentage of workers working part time but wanting full-time work was 9.6% in March, a decline from 10.1% in February, but unchanged from 9.6% in March 2012.<br />
<div align="center">
<img alt="Percentage of U.S. Workers Working Part Time but Wanting Full-Time Work, Monthly Averages" class="imgBorder0" height="324" hspace="0" id="img_preview" name="img_preview" src="http://sas-origin.onstreammedia.com/origin/gallupinc/GallupSpaces/Production/Cms/POLL/ovpxygpacuq1q4gybz8vpw.gif" style="display: block;" width="569" /></div>
<b>Implications</b><br />
Gallup's data depict an employment situation that failed to improve in March, and has remained relatively little changed year over year. Workers did not find the full-time jobs they were seeking, and the labor force and unadjusted unemployment rates were flat. The one seemingly bright spot was the improvement in the number of workers employed part time but looking for full-time work. However, given the lack of change in the other measures, it is most likely that these workers have settled for part-time work and have given up the search for a full-time position.<br />
<br />
Gallup's seasonally adjusted U.S. unemployment rate -- the closest comparison it has to the official numbers released by the BLS -- increased slightly in March, though the unadjusted rate was flat. However, the unemployment rate as reported by the BLS each month does not always track precisely with the Gallup estimate, in large part due to differences in the adjustment procedure the BLS uses, and because of some differences in the way in which data are obtained. The BLS may report no change in the unemployment rate or even a slight increase on Friday as a result of the seasonal adjustments, and Gallup's numbers illustrate that in fact little has changed.<br />

<b>Survey Methods</b> Results for this Gallup poll are based on telephone interviews conducted March 1-30, 2013, on the Gallup Daily tracking survey, with a random sample of 30,630 adults, aged 18 and older, living in all 50 U.S. states and the District of Columbia.<br />
For results based on the total sample of national adults, one can say with 95% confidence that the margin of sampling error is ±1 percentage point.<br />
Interviews are conducted with respondents on landline telephones and cellular phones, with interviews conducted in Spanish for respondents who are primarily Spanish-speaking. Each sample of national adults includes a minimum quota of 50% cellphone respondents and 50% landline respondents, with additional minimum quotas by region. Landline telephone numbers are chosen at random among listed telephone numbers. Cellphone numbers are selected using random digit dial methods. Landline respondents are chosen at random within each household on the basis of which member had the most recent birthday.<br />
Samples are weighted to correct for unequal selection probability, nonresponse, and double coverage of landline and cell users in the two sampling frames. They are also weighted to match the national demographics of gender, age, race, Hispanic ethnicity, education, region, population density, and phone status (cellphone only/landline only/both, cellphone mostly, and having an unlisted landline number). Demographic weighting targets are based on the March 2012 Current Population Survey figures for the aged 18 and older U.S. population. Phone status targets are based on the July-December 2011 National Health Interview Survey. Population density targets are based on the 2010 census. All reported margins of sampling error include the computed design effects for weighting.<br />
In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.<br />

<br />
Time to discuss if they need help with their finances. Proceed carefully
because they may not see things as you do: A 2012 Fidelity study found
that while 24% of adult children think their parents will need a hand
with money, 97% of the parents do not.<br />
<br />
"Conversations about money with your elderly
parents are really about control -- something they don't want to lose,"
says David Solie, author of <i>How to Say It to Seniors</i>. Try these tips.<br />
<br />
<span class="inStoryHeading">THE GROUND RULES</span><br />
<span class="inStoryHeading"> </span>
<br />
<strong>Drop the attitude</strong>. An
I-know-better air will put their backs up. Take care your concern
doesn't come across as if you think their intelligence is diminished,
says Solie.<br />
<br />
<strong>Avoid saying "you should..." </strong> Those two little words are sure to put them on the defensive.<br />
<br />
<strong>Bring in a third party. </strong>To
your mom and dad, you will always be a kid -- which is why the talk may
go better if you deliver it alongside an outside expert, says Paula
Span, author of <i>When the Time Comes</i>.<br />
<br />
<span class="inStoryHeading">WHEN YOU'RE FACE TO FACE...</span><br />
<span class="inStoryHeading"> </span>
<br />
<strong>1. Opening gambit. </strong>"Mom, I
just read an article with great tips about how to simplify managing your
money as you get older. Can I share a few of them?"<br />
<br />
<strong>The strategy:</strong> "Bring yourself
into the equation as a helper, not an overseer," Span says. Framing the
advice as someone else's ideas may make your parents more open to
accepting them.<br />
<br />
<strong>2. Dangle a carrot. </strong>"I think we can save you some money on your cable bill, Dad. How about we take a look?"<br />
<br />
<strong>The strategy:</strong> Suggest a small,
concrete action with a clear payoff to start. An Allianz survey reveals
that 61% of older Americans worry about outliving their money, so
helping your parents cut costs is a good first move.
<br />
<br />
Seeing how beneficial your suggestions can be is likely to make them more receptive to other, more serious forms of help.<br />
<br />
<strong>3. Keep your warnings indirect. </strong>"I know you're too smart for this, but I want to tell you about this scam I heard about so you can warn your friends."<br />
<br />
<strong>The strategy:</strong> Being
straightforward -- "Mom, Dad, you need to watch out for people who ask
for your bank account online" -- may feel patronizing to your parents.
Instead, plant a seed that doesn't reflect on their competence to manage
their affairs, says Colorado elder-law attorney Catherine Seal.
<br />
<br />
<strong>4. Ask if you can tag along.</strong> "My friend's dad keeps getting invited to free-lunch retirement seminars. Do you? I'd love to go if you go."<br />
<br />
<strong>The strategy:</strong> Instead of
trying to put the kibosh on a move you know is not smart, stand beside
them during the sales pitch, suggests Kim Linder, a caregiver
consultant. Then ask tough questions that will push your parents to
think before they leap.<br />
<br />
<strong>5. Use metaphors. </strong>"You
wouldn't buy a used car without a mechanic checking under the hood. Same
goes for your investments. Let's have a financial adviser look into
this."<br />
<br />
<strong>The strategy: </strong>"In the second
half of life, the right brain becomes the gatekeeper for information,"
says Solie. "We respond better to stories and metaphors -- the stuff
that gives meaning to facts and linear data."<br />

</div>
<div style="background-color: white; border: medium none; color: black; overflow: hidden; text-align: left; text-decoration: none;">
Feel like your paycheck is getting smaller? You’re not imagining it:
The two-year reduction that decreased the payroll taxes you pay from
6.2% to 4.2% of your salary were allowed to expire at the beginning of
the year, which means that a family with a household income of $50,000
will now have about $1,000 less to spend this year.<br />
<br />
A thousand bucks is serious money, but losing that take-home pay
doesn’t have to be as scary as it sounds. On a month-by-month basis,
your income will drop by $83 and change. With a little creativity, you
can shave that much from your budget each month without a great deal of
sacrifice.<br />
<br />
We’re assuming you already know that skipping the $4 daily latte
habit or canceling cable can get you there. Here are a handful of other
ways to make up the shortfall, courtesy of a group of personal finance
experts we surveyed.<br />
<br />

<br />
1. <strong>Hit the dollar store</strong>. Self-described “Dollar Store Diva” Marlene Alexander <a href="http://www.walletpop.ca/2011/09/16/save-hundreds-of-dollars-a-year-shopping-at-the-dollar-store/" target="_blank">did an experiment</a>
where she logged everything she bought at the dollar store over the
course of a week and compared what those items would cost at a big-box
store. Her savings: $22.40. “Over the course of a year, those weekly
savings alone would add up to $1,164.80,” she writes. Needless to say,
perhaps, this means restricting yourself only to items you would have
purchased, for more, elsewhere.<br />
<br />
2. <strong>Drive 25% less</strong>. A family that goes through 90
gallons of gas a month (that comes out to roughly 1,000 miles per car,
assuming two cars per family) last year spent an average of $324 every
month, according to <a href="http://topics.time.com/oil/">Oil</a> Price
Information Service. If you can swap out one quarter of those trips
behind the wheel with walking, carpooling, or bicycling, you’ll be $81 a
month richer.<br />
<br />
3. <strong>Shop smarter</strong>. “A household with a $50,000 income
will spend between $7,500 and $10,000 on food throughout the year,” says
Gary Foreman, founder of <a href="http://www.stretcher.com/menu/topic-g.htm#groceries-PriceBook" target="_blank">The Dollar Stretcher</a>.
He says you can shave 10% to 15% off this total with a pricebook, which
is either a spreadsheet or just a series of notebook pages you divide
into columns with a ruler. In the boxes, you record the cheapest unit
price paid for groceries, where and when you bought them. Keeping a
record lets you see at a glance what the best price is, and where and
when you’re likely to snag the best deals.<br />
<br />
(<strong>MORE</strong>: <a href="http://business.time.com/2013/01/07/why-more-americans-will-fall-behind-on-credit-card-bills-this-year/">Why More Americans Will Fall Behind on Credit Card Bills This Year</a>)<br />
<br />
4. <strong>Cut out interest</strong>. If you switch $7,000 from a
credit card or cards on which you’re paying 15% interest to a card that
offers 0% on balance transfers, you’ll save between $87.50 and $76.19 in
interest each month over the course of the year. Look for a card with a
0% introductory period of 12 to 18 months so you can either pay off or
significantly reduce your debt in that time period — and resist the
temptation to run the balance on the old card back up.<br />
<br />
5. <strong>Wait until next year to upgrade your electronics</strong>.
According to the Consumer Electronics Association, the average family
spent $961 on electronics last year, thanks to our seemingly insatiable
appetite for smartphones, tablets, HDTVs, and other gadgets. If you have
a true emergency — say, if your phone falls in the bathtub — buy
refurbished, which can save you 50% or more off the price of new
electronics.<br />
<br />
6. <strong>Get to work</strong>. “Take on a small side job, like walking a neighbor’s dog,” suggests Julia Scott, who blogs at <a href="http://bargainbabe.com/" target="_blank">BargainBabe.com</a>.
Hit a free site like Craigslist.org to look for gigs or advertise your
services, or put the word out on your social networks that you’re
looking for a little extra income.<br />
<br />
7. <strong>Skip the bar</strong>. Ashley English, author and blogger at <a href="http://smallmeasure.com/" target="_blank">Small Measure</a>,
suggests that people who like to hit their local watering holes with
friends have a “drink staycation.” Going out once a week and paying for
two rounds of drinks can add up to $20 or more, she points out, so cut
out that happy hour or after-dinner gathering. A group of friends can
rotate hosting to cut costs and still go out for a good time .<br />
<br />

<br />
8. <strong>Quit <a href="http://topics.time.com/smoking/">smoking</a></strong>. Half a pack a day is costing you $79.65, according to <a href="http://www.smokefree.gov/savings-future.aspx" target="_blank">Smokefree.gov</a>.
And that’s if you’re paying the national average of $5.31 a pack. If
smokes cost more in your state, you’ll save more by quitting.<br />
<br />
9. <strong>Stop using storage units</strong>. The National Foundation
for Credit Counseling suggests ending the practice of forking over good
money to store all the junk you don’t use anymore. “It’s a double-play
to sell the contents… money in the pocket from the sale, and no more
rent payments,” the NFCC says. Eliminating the rent payment alone could
save you $80 or $100 or even more each month. Better yet, sell some of
that stuff you don’t use online and get ahead on next month’s saving.<br />
<br />
10. <strong>Brown-bag it</strong>. “Bring your leftovers to work for lunch,” says Katy Wolk-Stanley, who blogs as <a href="http://thenonconsumeradvocate.com/" target="_blank">The Non-Consumer Advocate</a>.
Even if you and your spouse stick to $5 sandwiches or combo meals,
swapping those out for last night’s chili or lasagna twice a week will
save your family $20 a week.<br />

<br />
The good news: Many Americans saw their paychecks get fatter in 2012, as average weekly earnings <a href="http://www.bls.gov/news.release/empsit.t19.htm">rose</a> 2.4 percent over the course of the year.<br />
<br />
The bad news: The expiration of the payroll tax cut this January will basically wipe away all of last year’s gains.<br />
<div style="text-align: center;">
<a href="http://www.washingtonpost.com/blogs/wonkblog/files/2013/01/average-weekly-earnings-payroll.jpg"><img alt="average weekly earnings payroll" class="aligncenter wp-image-26183" height="451" src="http://www.washingtonpost.com/blogs/wonkblog/files/2013/01/average-weekly-earnings-payroll.jpg" width="472" /></a></div>
Cardiff Garcia <a href="http://ftalphaville.ft.com/2013/01/07/1324853/letting-the-payroll-tax-cut-expire-was-a-terrible-idea-extent-of-terribleness-unclear/">brings us</a> the above chart from Credit Suisse, which notes:<br />
<blockquote>
We look at average weekly earnings of all employees on private
non-farm payrolls: $818.69 in December. The 2% payroll tax increase
clips $16.37 a week from take-home pay. … That’s the equivalent of
losing all the 2012 gain in weekly earnings in one month.<br />
</blockquote>
So how will Americans respond now that their paychecks are shrinking? A <a href="http://www.newyorkfed.org/research/staff_reports/sr592.pdf">new study</a> (pdf) from
the Federal Reserve Bank of New York suggests one answer: They’ll spend
a lot less this year. And that, in turn, could bruise the larger U.S.
economy.<br />
<br />
<div class="column-five left padding-right margin-top-5 margin-right-15" id="article-side-rail">
<div class="left margin-right margin-bottom slug" id="slug_inline_bb" style="display: block;">
<div id="wpni_adi_inline_bb">
</div>
</div>
</div>
The New York Fed’s survey data found that the payroll tax cut has
been a particularly efficient form of stimulus over the past two years —
Americans reported spending between 28 and 43 percent of the savings,
far more than they have for previous tax cuts. (Much of the rest was
used to pay down debt.)<br />
<br />
And most workers expect to cut back on spending significantly now
that the payroll tax cut is vanishing. The average household making
$50,000 a year will see its payroll taxes rise about $1,000 this year.
According to the New York Fed’s survey data, that typical household says
it will cut back on spending by about $710 this year to make up the
difference, with most of the rest coming out of savings.<br />
<br />
Will that forecast hold up? That’s a little hazier. The New York Fed
found that Americans are notoriously bad at predicting how they’ll
respond to tax changes (most workers had expected to save far more of
the original payroll tax cut than they actually did). But for now,
Americans are saying they’ll keep paying down their debts and spend less
this year in response to the tax hike.<br />

<br />
No?
Unfortunately, you may be doing just that by regularly using your debit
card. Debit cards may look identical to credit cards, but there's one
key difference. With credit cards, users who spot fraudulent charges on
their bill can simply decline the charges and not pay the bill. On the
other hand, debit cards draw money directly from your checking account,
rather than from an intermediary such as a credit card company.<br />
<br />
Because
of that, even clear-cut cases of fraud where victims are protected from
liability by consumer protection laws can cause significant hardship,
says Frank Abagnale, a secure-document consultant in Washington, D.C.<br />
<br />
He
cites the example of the The TJX Companies Inc.'s T.J. Maxx data breach
that exposed the payment information of thousands of customers in 2007.
The incident resulted in $150 million in fraud losses, and much of it
was pulled directly from customers' bank accounts. While credit card
users got their accounts straightened out and new cards in the mail
within a few days, the case created major problems for debit card
holders who waited an average of two to three months to get reimbursed,
Abagnale says.<br />
<br />
<div class="nobot">
While debit card fraud is always a
possibility, being careful where you use it can help keep your checking
account balance out of the hands of criminals.</div>

breaches at major institutions, being a victim of plastic card fraud
is increasingly common. Here's how to report suspicious activities if
it ever happens to you.</b><br />
<br />
<br />
Mobile banking may make it easy for you to complete purchases
online and in store, but modern technology can also make you more
susceptible to frauds and scams. Even when you think you’re being
careful, the smallest decisions can put you and your money in danger.
If you believe you have been a victim of fraud, here’s our tips on
how to go about reporting suspicious activities, and what you can do
to prevent it from happening.<br />
<br />
<h3>
Debit or Credit?</h3>
<h3>
</h3>
It’s important to determine whether it’s your debit or credit
account that has been compromised. With credit card transactions,
it’s much easier to dispute a charge because companies can check
with the merchant to see how and when the charges were made. If the
credit was not yet processed, you may still have a chance of
retrieving the money.<br />
<br />
<br />
Debit cards, however, are a whole other story. Since it works much
like cash, once a transaction has bee completed, it’s considered
paid for unless you argue with a merchant on a refund. Imagine trying
to refund cash in a store without a receipt or telling the cashier
someone stole your money and bought something here with it. The
chances of getting that money back are quite slim.<br />
<br />
<br />
Thankfully, most banks have a zero liability program for debit
cards if you report fraudulent activity sooner than later. By
reporting it within two days of the transaction, you may be liable
for up to $50 for the charges. If reported before 60 days, the charge
bumps up to $500. It’s an annoying price to pay, but if you’ve
been scammed out of more than thousands of dollars, it’s still
worth it to get anything back at all.<br />

users who pay at the pump have to face a new way to be gouged at the
pump: skimmers.<br />
<br />
Skimmers
are inconspicuous electronic devices that thieves install either inside
or outside a gas pump. These small and inexpensive devices record card
numbers as you pay for your petrol. Free-roaming fraudsters and gas
station insiders then help themselves to the card information in the
skimming devices, then go out and use the stolen card numbers to make
fraudulent purchases.<br />
<br />
According to electronic payments expert Richard Crone, of the 1.36
million gas pumps in the United States, an estimated 700,000 gas pumps
accept pay-at-the-pump -- and not one of those pumps is secure against
skimming.<br />
<br />
Some skimmers also incorporate the use of tiny remote cameras to capture
PIN numbers of debit card users who enter them at pump-side.<br />
<br />
More technologically advanced skimmers are turning to wireless
technology, to intercept signals some gas stations use to transmit card
data from the pumps to their central computers. Instead of manually
installing the equipment on the pumps, they can lurk in their cars
nearby while downloading your card information to a laptop, says Jeff
Wakefield, a vice president with VeriFone, the largest secure payment
terminal vendor.
<br />
But the basic technique for getting credit and debit card data from gas
pumps is not rocket science: Crooks simply attach card-skimming devices
to exposed wiring inside the pump to collect card data before it is
secured, according to Wakefield.<br />
<br />
Other skimming technology attaches outside the pump. The devices can
cost anywhere from $50-$600 and can be as small as a pager. The card
swipe is essentially captured twice: once for the gas purchase and then
again for the crooks. The devices are then removed from the pump at a
later date or time.

<tr><td class="tr-caption" style="text-align: center;">This could be you<br />
if you don't regulate your <br />
spending!</td></tr>
</tbody></table>
<b><span style="font-weight: normal;">It is now considered
“normal” to live paycheck to paycheck. This leaves no room for
error, or in the case of a surprise bill, is a ticking time bomb.
We're getting to be just one accident away from financial hardship.
Most of the time that looming over our heads is a form of poverty in
itself.</span></b><br />
<br />
<b><span style="font-weight: normal;">On average, a normal
American family has a little under $4,000 in the bank. There is no
retirement account in half of our households. The other half has only
around $35,000 saved for retirement. The average family makes roughly
$45,000 a year, but carries with them a $2,000 credit card debt.</span></b><br />
<br />
A quarter of the American family not only is devoid of retirement
savings, but any savings at all. On average, though, the American
household has over $100,000 in debts. All together we as a people
hold $2 Trillion dollars in debt! That's <b>$2,000,000,000,000</b>!<br />
<br />
With this kind of debt building up for our hard working families,
we all need to put a handle on our spending, and work towards paying
off this huge, ever-present, and increasing debt. I hope these 10
spending suggestions can help us actually start saving for retirement
and/or help us pay off all the debt we've been accumulating for far
too long!<br />
<br />
<b>Don't only have a rough estimate of where your money goes</b>.
If you don't sit down and actually inventory all of your spending,
you're probably spending more than just a few bills you can name
offhand. If you're not a fan of just sitting down and writing down
all your expenses through at least 3 months, there are apps and
websites you can visit to type up a spreadsheet or work on your
finances while you're busy running around. Working towards savings
has to start with building your budget, I just hope you're not
plugging numbers in while driving!<br />
<br />
<b>Don't spend more than your budget allows. </b><span style="font-weight: normal;">After
you've made your budget, look back over those expenses, and start
“trimming the fat.” No matter how much or how little you make,
chances are you can save more by just changing your spending habits.
Remember that there are people out there living off of </span><b>LESS</b><span style="font-weight: normal;">
than you are right now, so there is always something you can cut back
on or realize you don't need at all. </span><br />
<span style="font-weight: normal;"> </span>
<br />
<div style="margin-bottom: 0in;">
<b>Don't spend on impulses.</b><span style="font-weight: normal;">
Late night infomercials and the home shopping network are completely
evil the vast majority of time they are on. A good rule of thumb is
to try and see yourself still wanting this item after a week. Trust
me, you will still be able to find it, no matter how many times the
salesman says, “Supplies are going fast!” This brings me to my
next topic...</span></div>
<div style="margin-bottom: 0in;">
<br /></div>
<div style="margin-bottom: 0in;">
<b>Don't be swayed by salespeople or
their sales pitches.</b><span style="font-weight: normal;"> Companies
and businesses spend millions on advertising and sales psychologists,
all to make you think you want their product. When someone says buy
1, get 1 free, you have to think of the price of the goods and how
much they're charging. The best value may be just to skip out on the
product.</span></div>
<div style="margin-bottom: 0in;">
<br /></div>
<div style="margin-bottom: 0in;">
<b>Make sure you shop around. </b><span style="font-weight: normal;">There
are a lot of companies who fight for your allegiance. In order to win
the war of your hard-earned money, many are prepared to offer you the
same great service for less than others. It is in your best interest
to shop around to make sure you're not overpaying for something that
someone else will give you for a cheaper cost.</span></div>
<div style="margin-bottom: 0in;">
<br /></div>
<div style="margin-bottom: 0in;">
<b>Avoid high-interest rates at all
costs</b>. It is imperative that any debt you accumulate has to be
put in the lowest interest possible. Most credit cards have interest
rates of 15-30%, but have a 0% introductory interest rate to get you
hooked. If you can pay your debts off in that introductory period,
take advantage of the low interest, otherwise it's just another sales
pitch that won you, and your money, over.</div>
<div style="margin-bottom: 0in;">
<br /></div>
<div style="margin-bottom: 0in;">
<b>Keeping a balance on your credit
cards.</b><span style="font-weight: normal;"> If you get stuck in this
hamster wheel, it is often very hard to get out of. Each month that
you pay on this credit card, another round of interest will count
against you, until you end up paying more for your interest than the
actual debt! Avoid this trap at all cost.</span></div>
<div style="margin-bottom: 0in;">
<br /></div>
<div style="margin-bottom: 0in;">
<div class="separator" style="clear: both; text-align: center;">
<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEh8H1fdfNkY0z6ox5AlDoNZPCsiPcbUSNt5A3zxbjadoZ7Iw2TiTGHHpe3ZP9XQx0rnpq-z0Pu1Kti4fneuK2Smyw2vp371Di0qWZAU4O5jkloEMqB3Fi0lRGzBHihA57zpqjTYmsFv8Dy0/s1600/credit+card+debt.jpg" imageanchor="1" style="clear: right; float: right; margin-bottom: 1em; margin-left: 1em;"><img border="0" height="200" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEh8H1fdfNkY0z6ox5AlDoNZPCsiPcbUSNt5A3zxbjadoZ7Iw2TiTGHHpe3ZP9XQx0rnpq-z0Pu1Kti4fneuK2Smyw2vp371Di0qWZAU4O5jkloEMqB3Fi0lRGzBHihA57zpqjTYmsFv8Dy0/s200/credit+card+debt.jpg" width="150" /></a></div>
<b>Carrying a credit card balance with high interest rates. </b>When
you carry a credit card balance, you pay a high rate of interest.
Every month that you have a balance, that is another month that you
have to pay interest that does nothing for you. This trap is a
vicious cycle that continues to spiral you down deeper into debt.</div>
<div style="margin-bottom: 0in;">
<br /></div>
<div style="margin-bottom: 0in;">
<b>Living beyond your means, such as an
expensive house you can't afford. </b><span style="font-weight: normal;">Everyone
involved in selling and financing houses are trying to make you buy
the house. It is as simple as that. They don't have to pay the bills,
but they assure you that you can afford it. They just want to make a
sale. They don't care about YOU or how you will make the payments. If
you can't make the payments, and you have to foreclose or get more
loans to pay it off, they win. </span>
</div>
<div style="font-weight: normal; margin-bottom: 0in;">
<br /></div>
<div style="font-weight: normal; margin-bottom: 0in;">
With property and
houses continuing to lose value, salespeople are in a greater rush to
get someone else to pay for those places. They may make you think
that your home is worth sacrificing everything now and making you
poor in every other facet in your life, but you must resist their
sales pitches. Don't make a rash decision that will hurt your
financial situation in the long run. It's better to have a smaller
home and the ability to furnish it and enjoy your life than to have a
big home and a mountain of debt it's built upon.</div>
<div style="text-decoration: none;">
<br /></div>
<div style="text-decoration: none;">
<span style="color: black;"><span style="background: #ffffff;"><b>Don't
use your home equity loan to pay off any other debts</b>. Many
lenders will try and sell you on this scheme to pay off other things,
when in reality this only compounds your debt. This will only work if
you stop making more debt on things like your credit cards. If you
continue to swipe your cards you will have to borrow more from your
home equity, which increases your monthly payments. Just like the
above point, this is a sales pitch to make you pay the creditors more
money. This is a great option if you use it in emergencies, but only
if what your paying off will stay away forever, leaving you to pay
back what you borrowed with the extra income. Make sure you plan
ahead and use caution with this method.</span></span></div>
<div style="margin-bottom: 0in; text-decoration: none;">
<br /></div>
<div style="margin-bottom: 0in; text-decoration: none;">
<span style="color: black;"><span style="background: #ffffff;">Using
careful planning and real expectations from your financial status are
the only real ways to prevent going in to debt. If it means sometimes
you have to sacrifice certain things and not be able to keep up with
the times or have the latest gadgets, it will be better in the long
run than having credit card debt for 20 years on a product that will
go out of style in under a year. It can be very hard to practice
patience and discipline in this world of reckless spending, but the
benefits outweigh the negatives of becoming a victim of debt.</span></span><br />
